From what I understand, you're adding the search by clicking the add button. Using the right click menu instead would allow you to insert the search anywhere you want.

Indeed the saved searches bring a new philosophy which is to invoke a saved search, maybe slightly modify it, but almost never to start from scratch.

It's an interesting suggestion to have a saved search that you use as a template. If you look at SEARCHES.txt, you can see that the searches are described by a string that contains the filters and their values... What I could do is to program a "hack" that would accept the values "-any-" and "-not-". For that you'd have to edit SEARCHES.txt manually.
