John Malkovich is credited on both. It's the same director too, the same year, and almost the same running time. John Malkovich plays Wellington, Miguel Borges plays Manuel Penabranca, Nuno Lopes plays Francisco Xavier, etc...

It looks like it's a duplicate and the IMDb should delete one of them. Maybe it was shown in several parts as well as a single part, but it's still the same movie. This kind of thing can happen when a very long movie is shown on TV.
